§ 18-41. Distributing leaflets, tracts, booklets, handbills or petitions in designated areas by permit.

  • No person shall in a park distribute leaflets, tracts, handbills, booklets, petitions; or display signs, banners or devices adopted to bring into public notice any person or movement, unless:

    (1)

    The person obtains from the city administrator's office a permit identifying such person by name and address and posts a cash bond of $50.00 to insure that all trash, debris or paper is removed or properly disposed of in the park.

    (2)

    The permit shall authorize such activity only in George Vlasis Park during the normal hours of operation of the park in one or more of the following areas:

    a.

    Holloway and Park Drive to Log Home;

    b.

    Peace memorial, inside sidewalk;

    c.

    Kehrs Mill at Seven Tails (southwest corner);

    d.

    Ballpark Drive at Kehrs Mill (southeast corner).

    (3)

    The permit shall authorize such activity in New Ballwin Park during the normal hours of operation of the park on or along the approximately along the concrete sidewalk on the east side of the park running parallel to New Ballwin Road. The permit shall authorize such activity at the golf course/pool complex during the normal hours of operation of the facility along the approximately 300 feet of asphalt pathway from the double doors on the east side of the golf course club house to the point at the pool complex where the asphalt meets the parking lot.

    (4)

    The person obtaining the permit shall keep the area neat and sanitary and shall remove all material distributed from the park area or properly dispose of such materials in trash containers provided in the park and will forfeit to the city the cash bond upon failure to properly maintain the area in a neat and sanitary manner.

    (5)

    No person shall solicit alms or contributions in a park for any purpose, whether public or private.
