§ 1-9. Enactment of ordinances, procedure.

  • In transacting legislative business, whenever the board of aldermen shall act by ordinance, the following procedure shall be utilized:

    (1)

    The style of the ordinances shall be: "Be it ordained by the board of aldermen of the City of Ballwin, St. Louis County, Missouri, as follows:"

    (2)

    No ordinance shall be passed except by bill and no bill shall become an ordinance unless on final passage the majority of the members elected to the board of aldermen shall vote for it, and the ayes and nays are entered on the journal.

    (3)

    Every proposed ordinance shall be introduced to the board of aldermen in writing and shall be read by title or in full two times prior to passage; both readings may occur at a single meeting of the board of aldermen.

    (4)

    Bills shall be read in their entirety, except a bill may be read by title only when copies of the bill have been made available to the public for public inspection prior to consideration of the bill by the board of aldermen.

    (5)

    No bill shall become an ordinance until it shall have been signed by the mayor or person exercising the duties of the mayor's office, or shall have been passed over the mayor's veto.
