§ 20-46. Head of department; responsibilities generally.

The chief of police shall be the head of the police department and shall devote his entire time to the duties of his office. He shall supervise and manage the department and shall be responsible for the efficient and effective administration and performance of the duties, powers and functions vested in him and in the department by law and ordinance.
