§ 22-2. Effect of zoning regulations.

  • (a)

    Sign permits. No permit shall be issued for a sign, nor shall any sign be erected, installed, maintained or displayed in any zoning district of the city, except as illustrated in this section.

    (b)

    Signs in residential districts. Subject to the limitations set forth in this chapter, the following signs shall be permitted in the R-1A, R-1, R-2, R-2A, R-3, R-4, R-5, PSD, MXD, PA, CSD and NRD districts:

    (1)

    Political signs.

    (2)

    Real estate and construction signs.

    (3)

    Temporary signs.

    (4)

    Subdivision signs.

    (5)

    Institutional or governmental signs.

    (6)

    Wall signs not to exceed 20 square feet.

    (7)

    Directional/informational signs.

    (8)

    Directional and informational signs.

    (9)

    Informational post signs

    (10)

    Ground signs in conjunction with non-residential uses allowed in the district in accordance with section 22-52.

    (11)

    Ground signs in conjunction with residential uses allowed in the district not to exceed three feet in height, three square feet in area or six square feet in area for multi sided signs.

    (c)

    Signs in commercial districts. Subject to the limitations set forth in this chapter, the following signs shall be permitted in the C-1, C-2, C-3, S-1, MXD, MRD and NCD districts:

    (1)

    All signs permitted in residential districts.

    (2)

    Automobile dealership or automobile mall sign.

    (3)

    Canopy and/or awning signs.

    (4)

    Directory sign.

    (5)

    Ground sign.

    (6)

    Hanging sign.

    (7)

    Reader board sign.

    (8)

    Roof sign.

    (9)

    Temporary sign.

    (10)

    Wall sign.

    (d)

    Substitution. This section shall apply to the location, erection and maintenance of signs in all zoning districts within the City of Ballwin, Missouri. The owner of any sign which is otherwise allowed by chapter 22 of this Code may substitute noncommercial copy or message in lieu of any other commercial or noncommercial sign copy of message subject to permitting and operational standards set forth herein. The purpose of this provision is to prevent any inadvertent favoring of commercial speech or message over noncommercial speech or message. This provision prevails over any more specific provision to the contrary.
