§ 23-21. Licenses required.

No person shall collect or remove from any premises within the city, or convey over any of the streets or alleys of the city, any garbage or refuse unless such person shall have a license to do so as may be required under the provisions of this chapter or any other regulation or ordinance of the city, for each vehicle utilized for such purpose.
