Every person who shall cause to be made any excavation in or adjoining any public
street, alley, public place, highway, walkway, right-of-way or easement or who shall
occupy any portion of any public street, alley, public place, highway, walkway, right-of-way
or easement with building material or with any other obstruction shall provide, erect
and maintain at all times along the line of work all such barricades, signs, lights
and warning signals as may be necessary in the judgment of the city engineer to protect
the public from the hazards arising from the operation. The city engineer may require
additional protection of excavation.
