§ 24-46. Required.

No person shall make or cause to be made any excavation in any public place, street, highway, walkway, alley, right-of-way or easement without first obtaining a permit from the city engineer. Such permit will only be granted when in the opinion of such officer the excavation requested is necessary and upon the conditions set forth in this article and such other conditions, as in the opinion of the city engineer are necessary, which shall be set forth in writing by the city engineer when the permit is issued. Each separate and distinct excavation shall require a separate permit.
