§ 24-53. Refunds not to be given nor additional permits to be issued until outstanding balances paid.

No cash deposit will be refunded nor any other excavation permit issued to any person, unless payment of all outstanding balances due the city for resurfacing and backfilling done by the city for such person have been paid.
