§ 21-2. Authority to promulgate rules for carrying out intent of chapter.

(a)

The health commissioner and the Metropolitan St. Louis Sewer District (MSD) shall promulgate rules and regulations to carry out the purpose and intent of this chapter to protect the public health.

(b)

Any such rule or regulation shall meet the minimum standards of the state department of health; provided, nothing herein shall be construed to prevent the county health commissioner or MSD from requiring compliance with higher requirements than those contained herein where such higher requirements are essential to maintain a sanitary condition.
