§ 21-3. Wastes disposed of other than as provided by chapter deemed a nuisance.

Any sewage, sludge, industrial waste, human excrement, liquid putrescible material or liquid toxic material removed, transported or disposed of in any other manner than as may be provided for by the provisions of this chapter or the rules and regulations adopted hereunder shall be deemed to be offensive material dangerous or prejudicial to the public health and is hereby declared to be a nuisance.
